What’s a ‘descending life line’?

Seen on an otherwise empty wall in a hallway of my favorite downtown Daegu love motel:

What exactly is a 'descending lifeline'?

According to my phone the Korean translates to “stubbornness”. hmmmm.

If anyone knows, I’m very curious.

    It’s basically an emergency rappelling system that you can use to descend from upper floors in case of an emergency (like a fire when elevators are unsafe and stairways are blocked). I’ve not seen them outside of Asia, so no idea on a better English translation. 0_o Here’s a youtube link showing how they are used — possibly China?? http://www.youtube.com/watch?v=eZ6vIeH9dUw
